I missed the part that you couldn't turn it by hand with the spark plugs removed.
So forget the part about timing.
Something is definitely amiss. In that state you should be able to almost turn
it over with your bare hands (and probably could if you could get a good grip
on the crank pulley).
Can you turn it in either direction? Don't apply too much force, if you are
hitting a valve you can bend it. Any noise when it stopped? Like maybe
the piston hitting something? Valves are the likely culprit if you're
hitting something, but with the valve timing verified it's not likely.
I've never experience a frozen oil pump (or water pump for that matter)
so I don't know what to expect. On water pumps they're always given
me plenty of warning that they were on the way out.
