24mm = apply PB Blaster, Liquid Wrench or other penetrating oil. I
don't know how much rust you have, but surely it will turn with enough
leverage / force. Hopefully (and very highly unlikely) you didn't
cross-thread it.
14mm nut = there is a 5mm allen hole in the end of the bolt. You need
to put an allen wrench in there to stop the bolt from turning when you
turn the nut.
