[MR2] MK1 Cooling System Problem

This problem just started. First I am not loosing any coolant nor is my engine over heating. The problem is that the cooling system does not suck the coolant back into the system when it cools down. 
 
I have changed the radiator cap. I have also checked to make sure that the tube going between the overflow tank and the system is not plugged. I can pull coolant from the over flow tank with a vacuum. Things seem to be very normal except for this problem. When the system has cooled down I can remove the radiator cap and don't see coolant. I can manually recover the coolant from the over flow tank into the system and see that the total amount remains the same. 
 
Anybody have an experience like this?
