[MR2] weird starting problem, a little more insight

If the CEL is the *only* light not to light up, I'd suspect the main power
relay or the relay which powers the ECU. Can't remember which it is at the
moment and book is at wrong house. AFAIK ECU warm up time is in
nano-seconds.
