 All turbos run rich. I guess the question is "how rich is yours running"? 
The backfiring (I'm presuming you are talking about popping and banging upon 
letting off the throttle?) could be caused by one of more injectors not 
seating good and leaking fuel. The ECU is supposed to impose a fuel cut when 
the throttle is closed if the rpm is over _I think_ 1500 rpm. This could 
account for what looks like excessively rich mixtures and 
bang/pop/bang/boom.  If you do have a leaking injector, cold starting will 
take additional cranking to get the fuel pressure built up.

Although, both my turbos do this when the rpm gets down to about 16-1700 rpm 
and the turbine wheel/primary cat is warmed up good. I do have G-Force ECUs 
and straight through exhausts which probably helps the noise propagation. 
(yeah!)

Find a garage with a good exhaust gas analyzer and check the mixture. This 
is the only way we can tell if you're overly rich
