[MR2] MKI Highbeam question

i have a bit of an issue on with the highbeams on my 88sc.  they work
when flashed (stalk pulled back), but i have no lights at all when the
stalk is set to high beam (pushed forward).  anyone have this failure
before?  i am guessing it to be in the high beam stalk, or should i be
looking at the headlight switch on the dash, or ???
