  Thanks for the response. Most likely we will replace both the pulleys and the tensioner. I don't think the pulleys are suspect for this noise but the tensioner sure could be the cause. At least some of the responders seem to have had the same problem. 
   
  It isn't that bad to change the components. The space between the engine and the side of the car could surely have been a little better. The MK1 is much simpler than the MK2 for work on the timing belt.

The pulleys should be replaced every 60k miles when the timing belt is replaced. Its not in the book but you "upset" the pulleys when changing the belts so spend the extra $50 on the pulleys. You dot have to change the tensioner, just the pulley on the tensioner and the idler. I think they are $25 each.

The dealer shouldn't have to pull the motor to do all that. You have to remove the right side engine mount but that's only about 15 minutes of work with the right tools.

I sent this July 24, but it never made the list. I sent it again, same thing (naturally). I think it's ebecause my email provider changed so I will try the old one. 
This may be relevant to Dennis's recent post about turbo whines.
About 7weeks back I posted a question "'93 turbo, 76,000mi: buzzy whine in synch with the engine, seems to be from the right side"
It turned out to be the timing belt tensioner pulleys; one worse than the other. Dealer found the problem, changed water pump, antifreeze, belts, oil seals, timing belt, and oil and charged three arms and four legs. They dropped the engine to do the work. I might have liked to do it but simply wasn't getting any round tuits. The pulleys whined even when off the car when he spun them.
